Varadero in December is not a great place since the weather is less than guaranteed. However, if you are a windsurfer or would like to visit Habana, La Tortuga is a good place to stay in. It's a very basic resort, with typically smelly rooms. However, it's very affordable, has really decent food (the Chef - Barbaro is a very proud man) and the expresso is fantastic. At the beach bar you can get premium Cuban rum. There is also a dive shop, almost next door to the resort that offers diving in varadero area and trips to The Bay of Pigs. No snorkelling whatsoever. Varadero beach is overrated!!!!
