The New York Times has a good article in their "affordable Caribbean" series about Martinique. They mention a few places in the dining section:
For French fast food with a Caribbean twist, check out the beachside cafes like Le Snack Shop, an open-air snack bar right on Les Salines Beach, that serves chicken sandwiches for 3.80 euros and grilled merguez with fries for 7 euros. For a late snack back in Pointe du Bout, go to Havana Café MAP (Le Village Créole, Pointe du Bout; 011-596-596-661-593), a tiny sidewalk cafe that serves savory crepes, like the 7.50-euro ham-and-cheese, until midnight.
For dinner that won't break the bank, try La Villa Créole (Anse Mitan, Les Trois Îlets; 011-596-596-660-553), an intimate colonial-style eatery with outdoor seating, paintings by local artists and live music. Salad with avocado and fresh fruit is 7 euros; coconut-crusted sea bass in curry sauce and yams purée is 15.50 euros.
