BASSETERRE, St. Kitts - Fans traveling to the Caribbean next year for cricket's World Cup will be allowed to move from island to island without stopping for passport controls, Caribbean Community leaders announced Thursday at the end of a four-day summit.

To make traveling from match to match easier, CARICOM leaders agreed Thursday to treat the nine World Cup host countries -- plus Dominica -- as a single domestic space between Jan. 15 and May 15, 2007 when the tourney will be held in several island venues.

The agreement is part of an unprecedented regional security plan that includes using the U.S. advanced passenger information system to pre-clear travelers, sharing intelligence, issuing a common CARICOM visa and pooling 400 police and military personnel for a regional security force.

''It is a framework that gives us comfort that we can therefore extend to all persons traveling in these 10 countries during this period of time a right to a level of freedom of movement that has not existed,'' said Mia Mottley, the deputy prime minister for Barbados.

Mottley conceded that the region will have to test the plan and educate Caribbean citizens as well as train immigration and customs officers on how it will work.
