question about car rental companies

I have reserved with Avis twice in the past, both times in Anguilla, but both times ended up going elsewhere because we weren't satisfied with the service or the vehicles (both times the seatbelts in the cars were completely slack---like tying a rope around yourself and hoping for the best!). I recently researched SUV rentals on Tortola and Avis is by far the cheapest, but I'm a bit nervous about using them again. I'd love to hear from anyone who's used them before. Thanks!

TTG I wish I could remember the name of the place we rented from a couple of years back. We got a brand new Rav4 which I think is the perfect small SUV for the Virgin Islands. The car was great and the service was friendly - I think they were located near the Botanical Garden in Road Town. It was a local firm, not Avis.
