Caribbean Single Market?

"Grenada has requested an extension of the time needed to fully comply with the Caribbean Single Market, which is to be fully implemented by January 1st 2006." says the Grenada Broadcasting Network. For the full story go to: http://www.klassicgrenada.com/index.pl/ ... id=1031025

From what I gather, the Caribbean Single Market is a treaty between several Caribbean nations agreeing to allow their citizens access to work and live in any of the other participating islands. Is there more to this? Are they subject to the particular islands taxes? Please clarify!
