Grenada-tax levy good idea?

According to Grenada NetNews, there is a tax levy on Grenada citizens who earn certain levels of monthly income that will be applied to rerconstruction efforts on the island. NetNews states: "Minister Boatswain added that.'We have received numerous calls from citizens both within and outside the country expressing an interest in making a contribution to the national reconstruction effort, although they do not qualify to do so.'

Citizens wishing to make contributions can do so through the Government of Grenada Reconstruction Fund at First Caribbean International Bank, account number 6482996."

Seems as if this may be a wise way to make recosntruction a quick reality. Opinions?
